Production green space is farmland designated by municipalities to preserve green space that remains in urban areas.
Conditions for recognition as productive green space
Productive green spaces are not necessarily designated just because they are located within urbanized areas. They must meet the following requirements.

The land is currently farmland and will continue to be farmland in the future.

The area must be 500 m2 or larger (300 m2 or larger in some municipalities).

It is recognized that the conditions are in place to enable the continuation of agriculture, forestry and fisheries.

The consent of all landowners is required.
Land that meets these conditions and is designated by the city, town or village in which it is located becomes productive green space.
Disadvantages of productive green space
・There is an obligation to continue farming for at least 30 years (farming obligation).
・Prohibition of new construction, renovation, and expansion of buildings and structures.
Benefits of productive green space
・Fixed property tax will be reduced as farmland tax.
・Inheritance tax deferment system will be applied.
Requirements for the designation of productive green space to be canceled
In order to remove the designation of productive green space, one of the following three requirements must be met:
1.
If 30 years have passed since the designation of productive green space.
2.
When it is difficult to continue farming due to illness or disability of the landowner or the main worker.
3.
When the person who inherits the land due to the death of the landowner does not engage in farming, etc.
Agricultural land that has been designated as a productive green area can be offered to the mayor of the municipality for purchase if it meets any of the above requirements.
